In this capacity, Kem advises county, state, and local leaders in the development of laws to benefit their communities.
THE EXPERIENCE TO LEAD
In 2001, Kem served as Clayton's 1st African-American Major making him the highest ranking law enforcement officer in the County during that period. His service spans more than 10 years in various, critical roles in Clayton County—Including as Special Investigations Director, Chief of the Jail, and Legal Advisor to the Sheriff’s Office.
